         Magistrate, State of North Carolina, for the County of Wilson

          Judicial duties consisted of the following:  performed marriages; collected fines;  

          accepted guilty pleas; set bail; issued warrants for arrest, searches, criminal

          summons based upon probable cause; determined lawfulness of arrest made

          by law enforcement personnel without warrants; set court dates for court

          calendar.  Performed other duties as assigned by the Chief

          District Court Judge.   

          December 1984 – 1989 and 1990 to Present

           Coordinator, Criminal Justice Program, Wayne Community College,

          Directed and supervised the work of the Criminal Justice Program.  Assigned

         instructors and scheduled classes for instruction in accordance with degree

         programs.  Acted as advisor to students and assigned advisees to criminal

         justice instructors in coordination with the Registrar. Assisted instructors in

         the development of course descriptions for the catalog.  Supervised and

         evaluated instruction within the program and conducted conferences with

         instructors to improve the teaching-learning process.  Prepared and

         submitted an annual budget for the Criminal Justice Program.  Performed

          teaching duties as required averaging a minimum of 15 hours per quarter.

          August 1983 – 1985 and 1993 – 1996

          Assistant Professor, Criminal Justice, North Carolina Wesleyan College,

         (Goldsboro, N.C. Branch), Rocky Mount, North Carolina

         January 1983-1984     

           Industrial Security Specialist, The Wackenhut Corporation, Raleigh, North

          Carolina, The Shearon Harris Nuclear Site Visitor’s Center, New Hill, North

          Carolina. Responsible for providing Industrial Security for facilities and

          equipment in excess of $200 million dollars.  Also was charged with

          monitoring computerized equipment/experiments as a means of safety.

          November 1982 - 1985

          United States Army, Retired—Personnel, Administration and Law Enforcement,

         Administrative Assistant/Special Projects Officer, Public Safety Division, United

         States Agency for International Development.   Responsible for establishing and

         maintaining dossiers on suspected Viet Cong and Viet Con sympathizers.  Imple-

         mented procedures to curtail terrors, and sabotage by subversive groups

         against the Government of Vietnam or the United States.  Assisted the Branch

         and Division Chief in their evaluation of these reports.  Made determination in

         the area of intelligence as to the correct course of action to be taken.  Analyzed

         reports and channeled appropriate information and any other pertinent data to

         the appropriate agency for action.  Assisted in the evaluation and implementation

         of on-going security programs in the area of Urban Reconstruction and Develop-

         ment in Metropolitan Saigon.  Psychological Operations Assistant, Joint United

         Public Affairs Office, American Embassy, Saigon.  Served as a counterpart

         for the Vietnamese Information Service (VNIS).  Assisted the VNIS and other

         Government Agencies in the areas of Psychological Warfare. Special Assignment,

         The Chief of Staff of the Army, The Pentagon, Washington, D.C. Served as

         Administrative Aide with the Army Secretary for Joint Chiefs of Staff.  Served

         as Peace Officer for Central Texas College, Killeen.  Responsible for preservation

         of the peace and the protection life and property located on the college

         reservation. Also performed the duties of Probation Officer Intern, Bell County,

         Texas. Counseled adults placed on probation by the courts.  Conducted

         investigations into the probationers’ past and present environment for utilization

         by the courts. 21st Military Police Company, 503rd Military Police Battalion, Fort Bragg,

         North Carolina.  Patrol Supervisor, Desk Sergeant, Non-Commissioned Officer in

         Charge Of Special Investigation.  Non-Commission Officer in Charge of Training and

         Security in a European Theater of Operations.  Responsible for implementing Security

         Plans and Programs for five companies and on installation (Danner Kaserne,

         Kaiserslautern, Germany) for the Senior Commander.  Security involved weapons,

         NBC, Crime Prevention, Postal Security, Classified Documents, Supply procedures,

         and other sensitive items of equipment.  Responsible for review of existing systems

         and policies governing their implementation.  Principal Staff Non-Commissioned

         Officer for the Installation Coordinator.  Responsible for writing and implementing

         on-going methods of operations for the installation.  Wrote policy and guidelines to

         insure the safeguarding of classified and other sensitive items and documents.

         Wrote policy and formulated procedures for the Installation Coordinator that would

         prevent  terrorism, sabotage, or other subversive activities on the installation by 2nd

         and 3rd world elements.
